Spain's Mandatory Dog Insurance Law (Ley 7/2023)
Spain's Animal Welfare Law (Ley 7/2023 de proteccion de los derechos y el bienestar de los animales) introduced sweeping changes to pet ownership obligations when it came into force in September 2023. One of the most significant changes for dog owners is the requirement for mandatory third-party civil liability insurance.
This law applies to all dog owners in Spain, whether you are a Spanish national, an EU citizen, or a non-EU expat. If you own a dog and live in Spain, you must have liability insurance. The law also introduced requirements for pet identification, microchipping, and anti-abandonment measures.

What the Law Requires: Liability Insurance
The mandatory insurance covers third-party civil liability (responsabilidad civil) for damage or injury caused by your dog. Here is what the insurance must cover and what it means in practice:
Personal injury to third parties
If your dog bites someone, knocks someone over, or causes any physical injury, the insurance pays for medical treatment, rehabilitation, and compensation. Dog bites are the most common claim type.
Property damage
Damage your dog causes to other people's property -- chewing furniture during a visit, damaging a car, destroying garden plants, etc. Also covers damage in rented accommodation caused by your pet.
Legal defence costs
If a claim is made against you, the insurance covers legal fees and court costs. This is crucial because even defending against an unjustified claim can cost thousands of euros.
Injury to other animals
If your dog injures or kills another pet or animal, the insurance covers veterinary costs and replacement value. Dog-on-dog incidents are surprisingly common and can result in expensive claims.

Tip: Before buying standalone dog liability insurance, check your home insurance policy. Many already include pet liability cover at no extra cost or for a small add-on fee. However, PPP breeds are often excluded from standard home policies and need separate cover.
PPP (Potentially Dangerous Breeds): Special Requirements
If you own or plan to own a breed classified as PPP (Perro Potencialmente Peligroso), there are additional legal requirements beyond standard liability insurance.

Regional variations: Some autonomous communities (comunidades autonomas) have expanded the PPP list to include additional breeds. Optional Dog Health Insurance
Beyond the mandatory liability insurance, many dog owners in Spain choose optional health insurance (seguro veterinario) to cover veterinary costs. This is not legally required but can save significant money if your dog needs treatment.

How to Comply with the Law: Step-by-Step
Follow these steps to ensure you are fully compliant with Spain's dog ownership and insurance requirements:
Register your dog with the municipality
All dogs must be registered in the censo municipal de animales de compania (municipal pet register) at your local ayuntamiento. You will need your dog's microchip number, vaccination records, and your NIE or passport. Registration is usually free or costs a small fee.
Check your home insurance for pet liability
Review your existing home insurance policy (seguro de hogar) to see if it includes pet liability cover and whether the limits meet the legal requirements. If you have a non-PPP dog, this may be sufficient.
Buy standalone liability insurance if needed
If your home insurance does not cover pet liability (or you do not have home insurance), purchase a standalone dog liability policy. For PPP breeds, you will almost certainly need a specific PPP policy.
For PPP breeds: obtain the PPP licence
Apply at your local ayuntamiento. You will need the liability insurance certificate, a certificate of no criminal record, and a physical/psychological fitness test. The licence is valid for 5 years and costs EUR 20-50 depending on the municipality.
Consider optional health insurance
Decide whether to add veterinary health cover for your dog. This is especially worthwhile for breeds prone to health issues, older dogs, and dogs with no existing conditions to declare.
Penalties for Non-Compliance
Spain takes dog ownership obligations seriously. Fines for non-compliance vary by region but can be substantial:
No liability insurance (standard breed)
Fine of EUR 500-10,000 depending on the autonomous community. If your dog causes injury without insurance, you are personally liable for all costs.
No PPP licence
Fine of EUR 2,400-15,000. Owning a PPP breed without the required licence is a serious offence that can result in the dog being seized.
PPP without muzzle/lead in public
Fine of EUR 150-600 per offence. PPP dogs must wear a muzzle and be on a non-extendable lead (max 2 metres) at all times in public.
Unregistered dog
Fine of EUR 100-500. All dogs must be registered with the municipal pet census and microchipped.
